If you or I drove to East LA in a wheeled SUV and got it stuck in some mud and some gang bangers starting "busting some caps" towards us, should we get a medal, too for our stupidity? Would this qualify us for a "combat action" ribbon? What about some kids throwing rocks at our cars? How many American motorists would qualify retroactively for military medals and ribbons if given a chance to file a claim?
