AD Proposes Sustainable and Ecological Projects Instead of Villas and Pools at Ramla l-Harma Bay "The spectacular landscape value of the valley and the bay at Ramla constitute a fundamental point of reference for tourism in Gozo. Such a natural asset is an attraction to all those visiting the island and therefore benefits all other existing tourist businesses. It is then obligatory to prevent the threat of opportunistic development in this area which would also damage the Gozo tourist product as a whole." said the Green Party Chairperson Arnold Cassola. In view of the decision taken by the Planning Appeals Board, Alternattiva Demokratika Secretary-General and Gozo Spokesman Victor Galea questioned whether the Appeals Board would have been so considerate with a common citizen. "We have records where residents failed to pay the full amount required on filing their appeal and the MEPA Appeals Board solemnly declared such appeal void and null. But here we have another example where inspite of the fact that MEPA no more falls under the responsibility of Mister Pullicino but under the Prime Minister Gonzi, this Authority is weak with the strong and strong with the weak. The developers' appeal infront of MEPA should have been declared null and void, the same way as it would have been to any common citizen". "In the light of the Green Party's vision for Gozo to turn the island into an ecological one - and now adapted by GonziPN -, we are proposing specific sustainabvle and ecological projects for Ramla l-Hamra Bay instead of Villas and private swimming pools. 1. The MEPA should truly safeguard the environments around Ramla l-Hamra by including the whole area in the EU funded and protected programme of Natura 2000; 2. Heritage Trusts and NGDOs should be supported in obtaining EU funds to transform the whole Ramla area as an international heritage site; 3 Re-establish its archaeological remains 4. Highlighting its geomorphologic features and habitat that supports endemic flora and fauna while ecological walks and expiditions could take place under professional guidance; 5. Promote Ramla for a Blue Flag bay status; 6. Ensure that Ramla l-Hamra remains free from light pollution, a characteristic sought avidly by our visitors; 7. Its spectacular landscape value should not only be protected but promoted as an ideal location for astronomical observation; and 8. "We finally insist that the state should claim back the land from the Ulysses Lodge proprietors, to remove the abandoned building, restore the partially concreted-over Roman pathway to its former self and holistically restore the whole area" concluded Victor Galea.

Speaking at a protest meeting in Ramla l-Hamra, addressing a crowd of over 200 Gozitans and many other Maltese and ex-pats who invested on Gozo, Alternattiva Demokratika Chairperson Dr Harry Vassallo said that the issue of a permit for the constructions of tens of villas on the clay slopes below Calypso's Cave was an environmental and planning blasphemy which cannot be tolerated. Dr. Vassallo supported statements made by Ramblers president Lino Bugeja who addressed the meeting and said that if this permit was allowed to proceed it was hard to imagine what other planning outrage could be prevented. "If anyone imagined that the issue of the permit was the end of the affair he was seriously mistaken. This is the beginning of the beginning. As we did for the Ta' Cenc and Xaghra l-Hamra issue we are committed to support the residents in their fight for their basic human rights. As registered objectors, we will appeal before the Mepa Appeals Board, we will take the matter to our domestic courts and before every enforcement agency in the EU. We are already in touch with DG Environment which is fully aware of the situation. This is another case where Mepa granted a permit when it should have dismissed the application in the first place. This is another example where Mepa is showing weakness with the strong and strength with the weak. It must be remembered that enforcement through the demolition of illegal structures was held in abeyance for decades. This is an insolent slap in the face to anyone who depends on the rule of law to protect him or her from the powerful and the unscrupulous." "This insolence shows that people in power do not recognize the profound political change that is taking place in the country. At every major violation we witness the coming together of local councils with NGOs, civil society and church organizations. Alliances are being formed regardless of traditional political party alliances. Whoever is against us on this is in favour of corruption. Whoever opposes us is in favour of the defeat of the law and of citizens rights; whoever is against us today wants to cheat future generations of their right to inherit this splendid place in the way we have known it.AD will not compromise with those who abuse their legal authority to permit that which they are duty bound to prevent. We will pursue this matter until those responsible will be held personally liable for all the damage they may cause. They are not authorized by law to defeat the law and have acted beyond their powers. They can no longer claim immunity for the consequences of their actions. This is an electoral promise which citizens can only fully achieve by voting AD in parliament. Nobody in the country imagines that any such development application would have been filed or would have been countenanced by the authorities let alone issued with a permit if the Minister of Environment was a Green. If the Minister's name was Harry Vassallo, Arnold Cassola, Victor Galea, Mario Mallia, Stephen Cachia, Ralph Cassar or any other AD official instead of George Pullicino we all know that such things would never happen. AD will be standing for election in every electoral district and will seek the support of all Maltese and Gozitans to ensure that the country will stop wasting time and tax-payer's money in fighting illegalities and abuse of authority, but work to ensure a better and sustainable future." Profs Arnold Cassola also addressed the meeting and said "During the meeting between The Maltese Greens and the Green Italian Minister Alfonso Pecoararo Scanio this morning, the suggestion was made that Gozo could best exploit its resources providing employment for all Gozitans. This can be achieved if it followed the examples of some Italian islands and became what is technically known as an 'ecological island'. AD's proposition to have Gozo set itself a target to provide cheaper and cleaner energy to its residents and to utilize the 35,000 vacant properties for hospitality purposes would create a new and long-lasting attraction to visitors and create new jobs for Gozitans in Gozo." Profs. Cassola informed that the Italian Government is actively trying to convince the Maltese Government to implement such a strategy and is considering various forms of assistance. Xaghra Mayor Mr. Cordina informed that his council is unanimously opposing this massive development. AD Secretary General Victor Galea stated:"Even though the Xaghra Local Council is made up of Nationalists and Labour councilors, today they set an example by putting the national interest before partisan pique." He thanked the Ramblers Association, Friends of the Earth, Graffitti, Moviment Harsien Hondoq and all other representatives from other organizations who are giving their support.

Speaking at a Press Conference in Nadur Gozo, Alternattiva Demokratika Chairperson Dr Harry Vassallo said that the issue of a permit for the development of a garigue area containing a perched aquifer overlooking Ramla l-Hamra has created an unnecessary embarrassment for the Diocese of Gozo. "After several recommendations to refuse on valid grounds were ignored, the permit has been issued, placing Church authorities on the spot." Dr Vassallo said "The Land in question belongs to the Joint Office and the applicant is a Gozitan parish." "The construction of this new cemetery will make Nadur top the list of villages endowed with outsize cemeteries in relation to their resident populations" Dr Vassallo said. "Not only will it accommodate far more burials than those required by Nadur residents, but it will also maintain and operate its present cemetery regardless of all excuses that the present cemetery could not be extended because of its proximity to residences" "An alternative site should be sought for several reasons. The concerns of farmers have not been put at rest with assurances that the graves will be hermetically sealed and waterproofed." Dr Vassallo said "Farmers' concerns would have been satisfied were it not for the refusal by Water Services Corporation (WSC) to approve an alternative site for the cemetery at Ta' Xhajma for fear of borehole contamination. If the WSC has cause for serious concern regarding water contamination, so do the farmers." "Despite efforts by the parish to persuade residents to apply for graves, less than half of the proposed graves have been applied for" Dr Vassallo said. "Regardless of this, the applicants still describe the outsize cemetery as a necessity while proposing to sell the graves to residents of other parishes" Dr Vassallo added. Dr Vassallo said. "The absence of an Environmental Impact Assessment (EIA) is clearly in contrast with the Local Pan requirements affecting the Addolorata Cemetery. While Mepa required an EIA for the extension of the Addolorata Cemetery, for some inexplicable reason it didn't for the pristine area of Ramla l-Hamra belvedere. Instead it accepted a hydrological study carried out by a geologist and not by a hydrologist. It was as though somebody went to confession to a sacristan instead of a priest" Dr Vassallo said. "The Nadur Parish, the Diocese of Gozo and the Joint Office are still in time to ensure that no such environmental, social and economic harm takes place." Dr. Vassallo added that Alternattiva Demokratika -- The Green Party is urging that Mgr Grech, Bishop of Gozo, need not only confine himself to emphasizing "that the project should be carried out according to law", but that justice prevails. AD will pursue the matter by all available means in the planning process and beyond.

Alternattiva Demokratika remains committed to supporting, maintaining and developing a healthy economy for Gozo and its people. AD cares for Gozo and any major development proposal such as the building of a marina and new village at Hondoq ir-Rummien, the villas at Ramla l-Hamra and villas and bungalows at Ta' Cenc however attractively presented must be carefully scrutinized at all stages before a final decision is taken. Victor Galea, AD spokesman for Gozo explains that the quality of life for Gozitans must not suffer because of such developments. In spite of promises of sustained employment of Gozitans the development must not be driven solely by political, financial and short term profit considerations. Alternattiva Demokratika will never play a double game. We are a consistent political party with green credentials.

AD reactions to Gozo Budget 2009 - 91 sec
At a Press Conference held in Gozo, Arnold Cassola, Chairperson Alternattiva Demokratika, stated that, once again, the measures planned for Gozo lacked precise time frames to indicate the start and expected completion dates of the projected reforms. Government's declared intention to embark on a reform of the public transport service as a first priority is praiseworthy. However, it is not known when this exercise is due to be finalised nor has any reference been made to the Gozo Channel monopoly which is supposed to end by this year. Mr Victor Galea, AD spokesperson for Gozo, commended the Government on its commitment to develop Gozo's economic activities based on the principle of sustainability and specifically aimed at substantially improving the tourist product. Mr Galea also praised Government's plans to consolidate the fishing and agricultural sector and the promotion of organic farming. However, against this overall positive background, Government needs to explain why it has not yet put an end to all the speculation about the Ta' Cenc and Ramla l-Hamra projects by declaring its firm and unequivocal rejection of both projects which run counter to any sound agricultural policy. Furthermore, Government has failed to declare its position on the proposed marina and tourist village projects at Hondoq ir-Rummien which surely prejudice any attempt to promote sustainable tourism. Moreover, the new water and electricity bills are going to affect the few manufacture industries left in Gozo as well as the tourist industry. With reference to Gozo's natural resources, Mr Galea reiterated that The Government should do all that is possible to distribute second class water, produced from the sewage treatment plant, to farmers, instead of wasting it by throwing it into the sea. Mr Galea also referred to the fact that, despite the expenditure of over 6 million euro on Capital Projects, the Ministry did not manage to find the necessary funds to complete the two important roads from Dwejra to San Lawrenz and the main road from the Heliport to Rabat. Mr Galea augured that Government will not only keep its word to finalise these road projects but also ensure that all the funds allocated are spent with due diligence and will not repeat situations where projects are stopped soon after inception due to lack of funds, as happened in the case of the Mgarr Terminal. The Green Party has also noted that, while Government recognises the need for the creation of new jobs in Gozo, it has failed to announce any concrete measures. All that was mentioned for 2009 was a joint action plan between the Ministry for Gozo and Malta Enterprise. Prof. Arnold Cassola stressed that the only way to create jobs in Gozo is by putting an end, once and for all, to the existing culture of clientelism and by giving due encouragement and assistance to all those, irrespective of their political leanings, who are ready to help in the sustainable development of existing jobs and in the creation of new ones. Arnold Cassola commented on the effects of the petrol and diesel price hikes and explained how these will adversely affect Gozitan Workers twicefold. Owing to the inefficient public transport service in Malta and Gozo, workers have no alternative but to use their own cars to go to work in Malta at considerable expense. Prof. Cassola concluded by strongly recommending that the frequency of the public transport service from Cirkewwa to the University should, at least, be doubled and that the operating hours should be better adjusted. These measures would go a long way in helping to reduce the hassle and stress currently being faced by the over 900 Gozitan students commuting to Malta.
