http://www.WealthSuperSystem.com The deal to rescue Bear Stearns, done at the behest of the Federal Reserve and the U.S. Treasury Department, represents the stunning downfall of one of Wall Street's biggest and most storied firms. Bear Stearns had weathered the vagaries of the markets for 85 years, surviving the Great Depression and a dozen recessions only to meet its end in the rapidly unfolding credit crisis now afflicting the U.S. economy. Wall Street was stunned by the news. "This is like waking up in summer with snow on the ground," said Ron Geffner, a partner at Sadis & Goldberg and a former enforcement lawyer at the Securities and Exchange Commission. "The price is indicative that there were bigger problems at Bear than clients and the public realized." Reflecting Bear Stearns's dire straits, JPMorgan agreed to pay only about $270 million in stock for the firm, which had run up big losses on investments linked to mortgages. That represented a mere $2 a share to buy all of Bear - less than one-tenth the company's market price Friday. When investment banks plan to lay off employees, they tend to not send out press releases, and Bear Stearns is no exception. Once the news of such a plan leaked this week, the company confirmed details to a few reporters, but keeping a low profile is the way the Wall Street investment banks and brokerages tend to do business. You can bet other investment houses are planning job cuts too, even if they don't announce it publicly. After all, with the IPO market dead, and revenues from mergers and acquisitions disappointingly small compared with last year's, investment banks are missing two major sources of revenue. This is a problem for top-tier "bulge-bracket banks" such as Goldman Sachs and Morgan Stanley Dean Witter, but it's even tougher on the mid-level banks, which tend to lose market share to the big guys in times of market slowdowns. Bear Sterns said Tuesday that it would lay off some 400 people, or about 3.6 percent of its workforce. Most of the layoffs will be in the information-technology group. The company said that it expects to take a charge of $8 million for the first quarter, but that it hopes the cuts will save $30 million. Most of the employees who are losing their jobs were informed on Tuesday. What's different about Bear Sterns layoffs is that the bank has done no huge takeovers lately, nor has anyone else taken it over. Acquisitions mean people expect layoffs, as in the major takeovers that were announced last year ? Chase (JPM) 's acquisition of J.P. Morgan, the acquisition by UBS (UBS) of PaineWebber, and the Credit Suisse Group (CSGKY) purchase of Donaldson, Lufkin & Jenrette. Chase has almost finished with the 5,000 layoffs in planned upon its takeover of J.P. Morgan. But layoffs at investment banks in the absence of merger activity could be a sign that things are really slowing down. Bear Sterns, however, says the downsizing is not due to market conditions but came about because the investment bank has been trying to cut costs for the past six months. The company acknowledged that it is highly unusual to do such sweeping layoffs. Don't expect to hear any formal announcements from the bulge-bracket banks, but do expect to see a lot of people out of work if the market stays as dead as it is now. NCHOR: Our reporters recently spoke with a couple of the employees who were laid off from two of China's biggest oil companies. Here's more on the story. STORY: In 2000, the New York Times reported that most of the one million employees of China's National Petroleum companies were likely to be laid off, following PetroChina's entry into the market. Sinopec, originally aimed to lay off almost 200,000 workers between 2001 and 2005. A worker's rights representative from Xinjiang province, Umar Jiang says the total number of laid off employees could be even higher. [Umar Jiang, Staff Representative]: Quote 3 "PetroChina, and the Sinopec Group laid off a total of 800,000 people. A lot of people are struggling on the edge of poverty. Many of them cannot afford to go to the hospital when they are ill and have no money to send their kids to school." Recently the workers stopped appealing directly to the government and started to take legal action. But the collected signatures fell into the hands of the local government. The people who had signed have received retaliation, and many were forced to withdraw from the proceedings. Umar Jiang from Xinjiang Province represents some of the former employees. In a phone interview he said that many people gave up appealing, after being punished by their new employers. [Xiao Yishan, China Oil Staff Representative]: Quote 1 "Appealing cannot solve the problem. They have been playing games with us. We have continuously discovered new local oil blocks, and there aren't enough people to fill the jobs yet. They need large numbers of people." Xiao Yishan also said that they are being closely monitored. Recently, the representatives of laid-off employees throughout the country sent a fast-post letter to Beijing, which included the list of the staff members' names who had agreed to the proceedings.
