Aug. 5, 2008 (LPAC)--Following the Federal Reserve's non-action on interest rates today, Democratic statesman and economist Lyndon LaRouche responded urgently to that potentially suicidal failure for the United States.
"The Fed has failed to raise interest rates today--that is a clinically insane non-act," LaRouche said. "A general bank interest rate of 4% must be instantly established--but with two tiers of rates--whatever you have to do to establish it! If you're loyal to the United States, you'll get the Fed to do it."
The 4% general overnight rate, LaRouche has explained in a nationally circulated statement, is necessary "to keep funds inside the United States banking system," keep them from fleeing and finishing off the dollar in an uncontrolled collapse. Bank of England interest rates are far higher, and so are the British-manipulated rates of the European Central Bank. The dollar is set up for a collapse unless the Fed is made to act now.
But a "second tier" of credit also has to be established, at a very low rate, selectively to target stimulating economic activity which increases employment and productivity. "We need a cheap line of credit from the Treasury, at 1-2% per annum, for growth--Franklin Roosevelt-style infrastructure and related investments--to stabilize and grow the United States' physical economy. If you do that, you turn the physical economic collapse around--but you must have the general overnight Fed rate doubled, to 4%, immediately.
LaRouche called on his own supporters and other political forces to "run a major campaign on this. No more cheap bailout money! If you're a patriot, you'll join me to push the Fed into a special session to get this done now."
He commented on the current staging in Washington of a Republican demand on House Speaker Nancy Pelosi to call a special Congressional session. "They should have one," LaRouche said. "It's the right demand, though for the wrong purpose. This has been a `do-nothing Congress.' They need to save the sinking economy--two-tier credit, Federal credits for infrastructure and productivity projects.
"Otherwise, whatever it takes, get the Fed to raise the overnight rate to 4%, now--or forget the survival of the United States," LaRouche said.

When the Congress, including both major Presidential candidates, told their constituents that the bailout was necessary, they didn't mention that among the major institutions lining up to be bailed out are foreign interests, LaRouche said. As LaRouche laid out in his Oct. 1 webcast, the result of the bailout will be to bring on devastating hyperinflation, and an explosion within the American population, akin to that which characterized the French Revolution. "Don't you see the hatred you are building up against Washington, in the people of the United States?'' he asked.
In the wake of the Congressional vote, motivated as it was by fear, LaRouche urged citizens to rally to his leadership. We're in this devastating crisis today because people did not rally to my HBPA and other positive actions back in August 2007, Larouche said. Don't be provoked into irrational actions. July 18 2008 (LPAC)--On July 1, Lyndon LaRouche proposed emergency action by the U.S. Federal Reserve Bank, to prevent social chaos, in the face of looming collapses of some leading U.S. commercial banks and other financial institutions.
LaRouche presented two emergency measures, aimed as stop-gaps, to prevent chaos.
First, he called for the Federal Reserve to raise interest rates to four percent, in order to assure that institutional depositors maintain their deposits in the banking system.
Second, LaRouche called on the Federal Reserve to make it clear that whenever any commercial banks face insolvency, they will be put through bankruptcy reorganization under Fed protection.
LaRouche further emphasized that the Federal government must immediately enact legislation, to massively increase credit for vital infrastructure projects.
Today, LaRouche reiterated that the Fed must increase the interest rate to 4 percent. The only exception to this rate would be federally legislated credit extended for the development of needed infrastructure projects based on a capital budget approach. The interest on this credit should be in the range of 1 to 2 percent. We would thus have a two-tier credit system.
LaRouche emphasized that the 4 percent interest rate is necessary to staunch the flow of funds out of the system into speculation and to defend the U.S. against the British and the Europeans who are trying to incite panic in order to trigger an outflow of funds from the U.S. and a collapse of the dollar.
LaRouche stressed that if the dollar collapses, then everything is gone.
Raising the interest rate to 4 percent is a simple monetarist step, but it must be applied now to stop the chaos which will otherwise ensue.
Sources have told us that there is currently a faction fight at the Federal Reserve and that some are pushing now for higher interest rates. Today, the Gary Stern, the president of the Federal Reserve Bank in Minneapolis and a voting member of the Federal Open Market Committee (FOMC), responsible for setting rates, called for an increase in interest rates and said that this should not wait. Also the minutes of the FOMC meeting on June 24-25, released on July 15, revealed that some members of the Fed called for interest rates to be increased by the Fed "very soon."
