Huit mois après avoir fait bouger Kinshasa, la diffusion de l'album Kotazo de l'artiste musicien Papy Mbavu vient d'être interdite sur toute l'étendue de la RDC. Selon la radio Okapi, le procureur général de la République et président de la commission nationale de censure, Godefroid Manzala-ma-Ngo, a mis en cause les paroles et les danses exhibées dans cet album.
Preuve à l'appui
''Nous n'avons pas lancé l'album Kotazo sur le marché sans la permission de la commission nationale de censure (...) avant la mise en vente de cet album nous avons procédé à des démarches normales auprès de cette commission de censure jusqu'à obtenir l'autorisation de la vente, après que l'artiste aie donné l'explication sur le sens de ses chansons'', a fait savoir le producteur Geko Budiaki. Selon lui, la commission de censure avait remis, depuis le 26 décembre 2006, une lettre autorisant la distribution et la vente d'une des trois chansons que compte cet album. Quelque mois après, le 26 février, cette instance a signé une autre lettre autorisant deux autres titres.
Une commande en vain
L'interdiction de la diffusion des chansons, suivie de la saisie des casettes et disques compacts de l'album Kotazo et d'un mandat de comparution de l'artiste au Palais de Justice est tombée juste quand le producteur a commandé un troisième lot des cassettes et CD. '' Moi, je demande seulement l'impartialité de cette commission par rapport à cette affaire, les preuves d'autorisation nous les avons, mon souhait est de revenir dans mes droits'', a souhaité l'artiste Papy Mbavu.
A son premier album, l'artiste a fait un bon résultat, a témoigné le disquaire d'une boite de nuit dans la ville de Kinshasa. ''Kotazo est la chanson la plus réclamé presque toutes les heures par nos clients. En plus, même dans des fêtes, dans les quartiers, tout le monde veut danser Kotazo. Comme la justice a interdit sa diffusion, je demanderai à l'artiste de retourner au studio, s'il le peut, et de modifier ce qu'on lui reproche, parce qu'actuellement à Kinshasa, organiser une fête sans Kotazo, elle n'en est pas une'', a complété le tenancier de la boite.
Pour tirer au clair cette affaire, le producteur, Geko Budiaki, a affirmé avoir engagé, pour la défense de sa cause devant la justice, deux avocats. ''L'interdiction, la saisie des produits musicaux et le paiement des amandes sont arbitraires parce que c'est la même commission qui a permis la vente'', s'est-il indigné.

On July 5, 2007, Kotazo, a new album by the musician Papy Mbavu, has been ordered seized by the Congolese Attorney General (Procureur Général) and the National Censorship Commission, and its airing on national airwaves banned on the grounds that "the video clip and the songs contain lyrics and images that are adverse to good morality" and thus "obscene." The accompanying choreography, also called Kotazo, is also forbidden to be publicly performed. The National Censorship Commission went one step further by requiring that henceforth any public concert by local bands be first authorized by its board which has to first assess the moral soundness of the performance content.
The National Censorship Commission could possibly enforce the ban on the dance in the streets of Kinshasa, let alone on the whole territory of the Congo. While the authorities are thus busy frivolously engaged in revising the national canon of choreography, they'd be well-advised to ban as well the entire corpus of Congolese dance - traditional and modern - which, as everyone knows, brazenly emulates sexual body language!
