[Notes:NOAA video]Dolly is expected to make landfall somewhere along the Texas-Mexico border On both sides of the border, people are bracing. [Notes:shopper in Mexico] Last-minute shoppers are snatching up supplies in Matamoros [Notes:people getting off bus at shelter]where shelters are filling up with people moved away from low-lying areas. [Notes:various interiors at shelter, people eating] The governor is there, helping out. Hot meals are being served. City officials say five shelters are open and three more are ready in case they are needed. But that doesn't mean people are not going to get prepared. Cause we all seen what happened to Katrina and everything else. Better to spend the money now, than spend a lot more later." [Notes:NOAA video]Early Tuesday, the storm was still at Tropical Storm strength. But even that could mean high winds and up to 20 inches of rain.
