Brutal, sadistic, beatings in russian prison Police brutality is the intentional use of excessive force, usually physical, but potentially also in the form verbal attacks and psychological intimidation, by a police officer, prison officer or other law enforcement officer. It may be carried out at the initiative of an individual officer, or in response to orders given to the officer, or in response to governmental or administrative policies. Widespread police brutality exists in many countries, even those that prosecute it. Police brutality is one of several forms of police misconduct, which include false arrest, intimidation, racial profiling, political repression, surveillance abuse, sexual abuse, and police corruption. Its systematic use is one of the hallmarks of political repression. Throughout history, efforts to police societies have been marred by brutality to some degree. In the ancient world, policing entities actively cultivated an atmosphere of terror, and abusive treatment was used in order to achieve more efficient control of the population[citation needed. The origin of modern policing based on the authority of the nation state is commonly traced back to developments in seventeenth and eighteenth century France, with modern police departments being established in most nations by the nineteenth and early twentieth centuries (see Police - History section). Cases of police brutality appear to have been frequent then, with "the routine bludgeoning of citizens by patrolmen armed with nightsticks or blackjacks.". Large-scale incidents of brutality were associated with labor strikes, such as the Great Railroad Strike of 1877, the Pullman Strike of 1894, the Lawrence textile strike of 1912, the Ludlow massacre of 1914, the Steel strike of 1919, and the Hanapepe massacre of 1924. In the United States, the passage of the Volstead Act (popularly known as the National Prohibition Act) in 1919 had a long-term negative impact on policing practices. By the mid-1920s, crime was growing dramatically in response to the demand for illegal alcohol. Many law enforcement agencies stepped up the use of unlawful practices. By the time of the Hoover administration (1929-1932), the issue had risen to national concern and a National Committee on Law Observation and Enforcement (popularly known as the Wickersham Commission) was formed to look into the situation. The resulting "Report on Lawlessness in Law Enforcement" (1931) concluded that "[t]he third degree--that is, the use of physical brutality, or other forms of cruelty, to obtain involuntary confessions or admissions--is widespread." In the years following the report, landmark legal judgements such as Brown v. Mississippi helped to cement a legal obligation to respect the due process clause of the Fourteenth Amendment. In the 1960s, the African-American Civil Rights Movement had to overcome numerous incidents of police brutality in its struggle for justice and racial equality, notably during the Birmingham campaign of 1963-64 and during the Selma to Montgomery marches of 1965. Media coverage of the brutality sparked national outrage, and public sympathy for the movement grew rapidly as a result. Martin Luther King Jr. criticized police brutality in speeches. During the Vietnam War, anti-war demonstrations were sometimes quelled through the use of billy-clubs and CS gas, commonly known as tear gas. The most notorious of these assaults took place during the August 1968 Democratic National Convention in Chicago. The actions of the police were later described as a "police riot" in the Walker Report to the U.S. National Commission on the Causes and Prevention of Violence. As was the case with Prohibition during the 1920s and 1930s, the "War on Drugs" initiated by President Richard M. Nixon in 1969 has been marked by increased police misconduct. Critics contend that a "holy war" mentality has helped to nurture a "new militarized style of policing" where "confrontation has replaced investigation.".

It is very important that HH holiness tells them to stop or else many more will get killed. Embarrassing the Chinese govt will only make the crackdown in Tibet more severe. The Tibetans in Tibet will suffer. HH is the only person they will remotely listen to. They have to protest peacefully, as they are hopelessly outnumbered by the Chinese army. Supresssion will be brutal. With the Dorje Shugden issue, HH says that he will go all the way with this issue. Why is it in that issue, he will make the Tibetans listen by saying it is a threat to tibet and his life. Isnt many ppl being killed in Tibet a 'threat' to his life, reputation and future of peaceful tibet-sino relations? Aren't the safety of both the Tibetans and Chinese in Tibet upmost in HH's mind. If he can make so many speeches that hurt many regarding the Dorje Shugden Ban, surely he can make many speeches to stop the violent protests that can save many lives in Tibet. Isn't saving lives much more worth speaking about and spending money on by the Tibetan Govt in exile? These days it is widespread and believed that HH orchestrated the Lhasa uprising in which so many were killed. In the video you see monks throwing stones and sticks at the Chinese. You also see them violently tearing down doors and breaking windows. HH should send a message to all of them that they are monks, andf to be seen doing that brings the prestige of the Tibetan Sangha down. Even in the protests by Burmese Sangha in Burma, you do not see Burmese sangha behaving such as the Tibetan Sangha behaves. HH should say something of that. He should make speeches to ask the Tibetan Sangha in Tibet to stop being violent,and acting violent. If he can go all the way with the Dorje Shugden issue, why can't he go all the way to stop the many monks rioting in Lhasa. After all monks can be patriotic. But the practice of Buddhist peace, gentleness and forgiveness should be above patriotism. After all, it brings the prestige of the monks down in the eyes of the world. These videos are being shown everywhere on the news. It makes the HH look very bad. If HH Dalai Lama can go all the way with the dorje shugden ban, why can't he go all the way to ban monks from protesting and why can't he asks the Tibetans to 'Shut up' and don't create violence?? Going all the way with the Dorje Shugden ban which restricts religious freedom and HH having the feeling he has the power to stop this practice that goes back 350 years, why can't he go all the way with banning the violence of the Sangha. He can say that violence by the Sangha shortens his life and endangers the Tibetan Cause. That is what he said of the Dorje Shugden issue. How can that apply? Simple. The main support the world gives Tibetans is via because of Tibetan Buddhism. Tibet has no other famous 'export' commodity from their country. No scientists, doctors, actors, writers, artists that are world famous or contributes to humankind. When we think of Tibet, we think Tibetan Buddhism immediately. So if the Sangha's prestige is damaged or lost, so will Tibetan Buddhism. If Tibetan Buddhism's prestige is lost, so will the support for Tibet. So HH should lift the ban on shugden and put a ban on rioting monks, sangha and the violence that arises from them. It is a very bad public image. A PETA undercover investigator obtained footage in March 1999 of vicious elephant beatings at Carson & Barnes Circus. Tim Frisco, the circus' animal care director and longtime elephant trainer, was caught on tape violently attacking, shocking with an electric prod, and screaming and cursing at endangered Asian elephants. Frisco is heard on the tape instructing other elephant trainers to hurt the elephants until they scream, "holler," and run away; to use both hands to beat the elephants with a bullhook; and to sink the bullhook's metal spike into their flesh and twist it back and forth until they scream in pain. Says Frisco on the tape, "Sink that hook into 'em ... when you hear that screaming then you know you got their attention. ... Right here in the barn. You can't do it on the road. ... I'm not gonna touch her in front of a thousand people. ... She's gonna fucking do what I want and that's just fucking the way it is." Frisco can also be heard shouting, "I am the boss, I will kick your fucking ass," with regard to the elephants. Frisco is "still employed by Carson & Barnes." Footage of Tim Frisco's abusive training session can be viewed on PETA's web site Circuses.com. Sadly though, elephants are typically broken and made to fear their handlers by means of force. Ray Ryan, who worked with elephants at the San Diego Wild Animal Park, is now convinced that most elephant trainers use punishment to dominate elephants. In his book, Keepers of the Ark: An Elephant's View of Captivity, Ryan describes the attitude that persists among most elephant keepers: "How dare the elephants fight back when we ask them to do a certain behavior? They're on this planet to serve us in any way we see fit, and if any one of them chooses to do otherwise, he or she will pay the price." Bullhooks are routinely used by elephant trainers because, according to Veterinarian Sara Winikoff and other elephant experts, an elephant will not voluntarily perform difficult, physically strenuous and painful maneuvers many times a day on command. "No form of positive reinforcement alone will elicit these unnatural behaviors," says Winikoff. Jane Garrison, PETA's elephant specialist, agrees. As Garrison told the Today show host Katie Couric, when she appeared with Pacelle to discuss Ringling's treatment of animals, it's ridiculous to think that circuses are training animals with positive reinforcement. "If that were the case," said Garrison, "the trainers would be carrying a bag of food treats, not a bullhook..." In addition to Tim Frisco's violent beatings, PETA's investigator also videotaped a handler at Carson & Barnes Circus using a blowtorch on an elephant's skin to remove hair, and chained elephants and caged bears rocking and swinging their heads endlessly--the extreme stereotypic behavior caused by mental distress.
