New Mexico Governor Bill Richardson today announced the formation of a Presidential campaign exploratory committee, with the clear intention of seeking the Democratic nomination for President in 2008.
"I am taking this step because we have to repair the damage that's been done to our country over the last six years," said Richardson. "Our reputation in the world is diminished, our economy has languished, and civility and common decency in government has perished."
"The next president of the United States must get our troops out of Iraq without delay. Before I became Governor of New Mexico, I served as Ambassador to the United Nations and as Secretary of Energy. I know the Middle East well and it's clear that our presence in Iraq isn't helping any longer," said Richardson.
"Our next President must be able to bring a country together that is divided and partisan," said Richardson. "It is clear that Washington is broken and it's going to take a return to bipartisanship and simple respect for each other's views to get it fixed. Most public policy solutions these days are coming from Governors and state government. On issues like the environment, jobs, and health care, state governments are leading the way. And that's because we can't be partisan or we won't get our jobs done. That's a lesson I've learned as Governor and that's what I'll do as President."

He decidido dar este paso porque debemos reparar el daño perpetrado en contra de nuestro país durante los últimos seis años. Nuestra reputación en el mundo ha decaído, nuestra economía se ha debilitado y tanto el civismo como la decencia en nuestro gobierno se han ido desvaneciendo.
El próximo presidente de los Estados Unidos debe retirar nuestras tropas de Irak sin demora alguna. Antes de ser Gobernador de Nuevo México, me desempeñé como Congresista, Embajador ante las Naciones Unidas y Secretario de Energía. Conozco bien el Medio Oriente ... y es obvio que nuestra presencia en Irak ya no beneficia a nadie.
Debemos ser francos con los iraquíes en cuanto a que hemos cumplido con nuestra parte y ahora les toca a ellos tomar las riendas de su propia seguridad. Esto no significa que abandonaremos todas nuestras responsabilidades. Debemos hacer todo lo posible para lograr una reconciliación en Irak, involucrar a otros países para frenar la violencia, y debemos seguir ayudando a la reconstrucción de Irak para que el 40% de su población que se encuentra en el desempleo consiga trabajo.
Sin embargo, el crecimiento en el índice de empleos no debe limitarse a otros países. Nuestro próximo presidente debe tener la capacidad de crear empleos aquí mismo, en nuestra patria.
En Nuevo México, uno de los estados más pobres de la nación, hemos creado 84,000 nuevos empleos, muchos de ellos en industrias de alta tecnología, tales como energía renovable, aeronáutica y manufactura. Hemos logrado esto con tácticas innovadoras, tales como créditos fiscales a empresas que ofrezcan empleos con salarios altos e incentivos fiscales para nuevas empresas de alta tecnología o aquéllas empresas que tengan como objetivo crear trabajos en áreas rurales.
Hemos llevado a cabo inversiones considerables en educación pública y servicios de salud, y lo hemos logrado manteniendo un superávit presupuestario y recortando impuestos. La disciplina fiscal es parte importante de un crecimiento económico sostenido ... el mismo tipo de crecimiento que crea empleos de calidad y reduce la pobreza en términos reales.
Y, finalmente, nuestro próximo Presidente debe ser capaz de restaurar la unidad en un país que se encuentra dividido y políticamente fracturado. El desgaste en Washington es evidente, y su recuperación dependerá de un regreso al bipartidismo y del respeto más básico a las opiniones de todos y cada uno de nosotros. Hoy día, son los Gobernadores y los gobiernos estatales quienes han tomado el liderazgo político en el país. En temas tales como el medio ambiente, empleos y servicios de salud, son los gobiernos estatales quienes están a la delantera. Y esto se debe a que no anteponemos banderas partidistas a la realización de nuestro trabajo. De lo contrario, nos resultaría imposible cumplir con las obligaciones que nos ha impuesto la ciudadanía. Esta ha sido una enorme lección que he aprendido como Gobernador y es la pauta que seguiré una vez que sea Presidente.
Hay muchos otros temas que serán discutidos en las semanas y meses por venir ... No los puedo cubrir todos con una declaración tan breve. Pero permítanme decirles lo siguiente --Los retos que enfrenta nuestro país y el mundo no son nuevos para mi, pero sé que necesitamos una nuevo compromiso con los valores y los principios de la Democracia ... y necesitamos de un presidente que sea capaz de iniciar el proceso de conciliación tanto aquí como en el resto del mundo.
