The Hebrews were not oppressed by the Mizraimites for 400 years and this prophecy has not yet been fulfilled.
Moshe (Moses) was born when the persecution began (Exodus 1:22-2:10). Yahweh sent Moshe to speak to Pharaoh when he was 80 years old:
Exodus 7:7
And Moshe was eighty years old and Aharon eighty-three years old when they spoke to Pharaoh.
Having brought the Hebrews out and led them through 40 years of wondering, Moshe eventually died when he was 120 years old.
Deuteronomy 34:7
Moshe was one hundred and twenty years old when he died.
This means that the Hebrews the persecution around 80 years. There is no way you can fit 400 years of persecution in here.
The TRUE fulfillment:
Genesis 15:13-16
Then He said to Abram: "Know certainly that your descendants will be strangers in a land that is not theirs, and will serve them, and they will afflict them four hundred years. And also the nation whom they serve I will judge; afterward they shall come out with great possessions. Now as for you, you shall go to your fathers in peace; you shall be buried at a good old age. But in the fourth generation they shall return here, for the iniquity of the Amorites is not yet complete."
This period of captivity is actually in full swing today and involves the captivity of the so-called black people in the west. Their forefathers were taken from Africa into captivity by Europeans and taken into the so-called New World, the Americas. Dating the precise beginning point of this captivity is not easy. However, we know that the first slaves that were brought to North America reached Jonestown, Va, in 1619. 400 years on from then will be 2019. This would be when the oppressor nation will be judged and the Hebrews will come out and go to the promised land of Canaan.

How long were the Hebrews in Mizraim?
Exodus 12:40-41
Now the sojourn of the children of Israel who lived in Egypt was four hundred and thirty years. And it came to pass at the end of the four hundred and thirty years—on that very same day—it came to pass that all the armies of Yahweh went out from the land of Egypt.
As it stands, this passage would lead us to believe that the Hebrews were in Mizraim for 430 years. However, note that in the Samaritan Pentateuch and some copies of the Septuagint, the passage reads a bit differently:
Exodus 12:40:
Now the sojourning of the children of Israel, and of their fathers, which they sojourned in the land of Canaan and in the land of Egypt, was 430 years.
The 430 years referred to the sojourning in both Mizraim AND Canaan, and it is referring to the children of Israel, AND THEIR FATHERS (i.e. Abraham, Isaac and Yacob). See also Galatians 3:16-17 where Shaul said that the Torah came 430 years after the promise made to Abraham when he left Haran to go to Canaan.
With these references in mind, let's see what these 430 years are referring to:
1. Abram arrives in Canaan aged around 75 years old (Gen 12:4). We start counting the "sojourn" from here.
2. 25 years on, Isaac is born to Abraham, then aged 100 (Gen 17:1).
3. 85 years on, Jacob is born when Isaac is 60 years old (Gen 25:26).
4. 215 years on, Yacob goes into Mizraim, aged 130. (47:9)
Time needs to be allowed for a new king to arise in Mizraim who did not know Yoseph and to start oppressing Yosef's people. Yosef was second in command in Mizraim and would certainly have been known to the sons of the pharaoh he served under. The new king must have been at least a couple of generations on.
Also, there needs to be time for the Hebrew's population to have exploded from 70 men (Genesis 46:27) to 600,000 men,besides women and children (Exodus 12:37). It is certain that many of the Hebrew men would have had multiple wives and quite a few Hebrews would have married people of other nations (like Caleb's mother who married a Canaanite -Numbers 13:6 and 32:12). Even so, some decades would be needed for the population to explode so rapidly.
Finally, adding in Moshe's eighty years, then it would be about right for a period of 215 years to have elapsed between Yacob's entry into Mizraim and the exodus. Thus, 215 of sojourning in Canaan plus 215 years of sojourning in Mizraim add up to 430 years.)
