声明退出共青团和少先队的新疆民众表示，前一阵子他们那里的下岗工人集体请愿，当局出动大批警察，抓了很多人，他们少数民族都很不满共产党的暴政。
新疆民众:应该要和共产党划清界线，共产党这家伙太腐败，哈撒克族和维吾尔族下岗职工联合的一块到市政府去，要求政府给一定的保障，和平抗议给制止了，游行就镇压嘛。
这位民众还表示，少数民族好像二等公民，下岗指标都给哈撒克族和维吾尔族人，而且只能当副手，永远当汉族人的属下。
新疆民众:打工在同一个厂子里面，汉族人下不了岗，哈撒克族下岗机率比汉族要高百分之八十，一把手的全是汉族人。
另一位声明退出共青团和少先队的新疆民众表示，政府控制少数民族特别厉害，没有言论自由，警察动不动就乱抓人，新疆的政治犯特别多。
新疆民众:有些话不可以说的嘛，有什么人听我们这个小灵通啊，这个聊天的话，抓走，别的国家来电，跟他说一下关于政治的这些问题，警察把他们都抓走了。

历史•特色
"十二木卡姆渊"源于西域土著民族文化，又深受伊斯兰教文化的影响。公元十世纪到十三世纪在(新疆)南疆塔里木盆地发展并形成了两只文学，即以吐鲁番为中心的北部高昌回鹘王国佛教维吾尔文学，和以喀什葛尔为中心的南部黑汗王朝伊斯兰文学，产生和发展了两种文学语言（尽管两种文学语言的差别并不大）。公元十四--十五世纪左右，当北部吐鲁番等地也接受了伊斯兰教以后，这两只文学才合二为一，于是统一的近代维吾尔文学（即所谓察哈台文学）诞生了。
这是一个及其重要的历史时期，文化特别是文学语言的统一，为一切文化产品的创作和传播提供了前所未有的良好的社会环境和文化基础。也就是在这一时期，诞生了众多的文学家、诗人和音乐家及文学艺术作品，《十二木卡姆》就是其中之一。
提到《十二木卡姆》的诞生，就要提到在叶尔羌汗国的王宫中一个重要人物--可德尔汗，他是当时中亚一带著名的音乐家，也是王宫中的高级乐师。此公不但精通音乐，在维吾尔族及中亚、西亚的历史、哲学、诗歌方面也具有很高的造诣。
建立于十五--十六世纪的叶尔羌维吾尔汗国，是维吾尔族历史上的一个重要时期，其创建者赛义德汗在推广统一的维吾尔文化和文学方面发挥过及其重要的作用。阿布都热西提汗继承王位后，更是热衷于文化艺术事业的发展和完善，其本人也是一个通晓哲学、诗歌与音乐的文化人。在一次偶然的机会中，他结识了具有超凡的艺术才华的乡村女子--阿曼尼萨汗，受其诗歌与音乐才华的感染，汗王将她娶入王宫，做了妃子。《十二木卡姆》就是在王妃阿曼尼萨汗的倡导下，国王阿不都热西提汗的主持下，宫廷乐师可德尔汗的实施下得以完成的。这一文化项目是建立在维吾尔族丰厚的音乐文化基础之上，取材于维吾尔族民间的"木卡姆"及民歌资源，经过系统地加工、编辑和整理而形成的一个具有规范性和权威性的音乐套曲，演奏全套曲目需要24个小时。因此，《十二木卡姆》是一部完整的系统的音乐著作。
然而，《十二木卡姆》不是一般意义上的音乐著作，其创作的社会文化环境、内容包含的丰富资源、音乐形式上的理论与实践以及整个创作过程，都使我们清楚地看到《十二木卡姆》是一部凝结着它的创作者们的知识、智慧和技能的音乐经典著作，是一部名副其实的宫廷音乐大典。它是科学与技术的结晶，是人文与历史的产物，这才是《十二木卡姆》的内在价值和应该享有的文化地位。在文化产品中，创作者的思想历程体现在艺术作品之中，这种丰富的人文思想意识及其形成过程才是艺术作品真正的价值所在。
从时代和地域因素上讲，"十二木卡姆"一是由古代流传下来的传统音乐的基础上发展成的套曲和歌曲；二是地方音乐，即库车、喀什、吐鲁番、哈密和和田音乐以及刀郎音乐。这种时代和地域因素相互交织渗透，浑然一体。十二木卡姆还有一些地域性变体，其中比较有名且具一定特色的当属刀郎木卡姆和哈密木卡姆。
"十二卡姆"的每一个木卡姆均分为大乃额曼、达斯坦和麦西热甫三大部分；每一个部分又有四个主旋律和若干变奏曲组成。其中每一首乐曲既是木卡姆主旋律的有机组成部分，同时，又是具有和声特色的独立乐曲，为木卡姆伴奏的乐器有沙塔尔、弹拨尔、热瓦甫、手鼓、独他尔等。
"十二卡姆"又是古典诗歌的音乐表达形式，其歌词主要归功于察合台时期著名的诗人鲁特菲、纳瓦依、诺毕提、麦西热甫、依瓦依答、傅祖勒等人，自从阿曼尼莎汗将纳瓦依、傅祖勒等诗人的许多诗词填入木卡姆曲调，后继的木卡姆音乐家就不断地用纳瓦依、孜莱丽、麦西热甫等著名诗人的珍贵诗词来丰富"十二卡姆"：如《热克木卡姆散序》唱的是纳瓦依的一首富有哲理性的政治抒情诗：
"爱的秘密，问那些离散两绝望的情人；享受的技巧，问那些掌握着幸运的人。爱情不贞，就是命运对我们的注定；欺骗和背信，问那些缺乏慈爱的人。时间的辛劳使我们消瘦又苍老；美丽的力量，问那些拥有青春的男女。孤独的滋味，富贵有权的人不懂；穷困的苦楚，流浪者了解得最深。弱者的处境--爱侣们只有等待死亡来临，谁能下死亡的判决，是那残横的暴君。被猜忌的爱侣们所感受的滋味，好人不会知道，要请教我这样的坏人。朋友们！纳瓦依生活在爱的戈壁里，要知道他，去问那里来的旅群。"
"十二木卡姆"中的达斯坦部分的唱词，则是由民间叙事诗组成的，其中包括《艾里甫与赛乃木》、《赛诺拜尔》、《迪拉热姆》、《巴巴•茹仙》等民间叙事中的代表性片断。
