At least two workers have died and dozens were injured when fire broke out in a high-rise building under construction in Dubai.
Workers were seen on upper floors waving towels and hanging on to scaffolding as black smoke billowed.
About 40 people were taken to hospital, officials said, some seriously injured. The flames have been put out.
Officials are to launch an enquiry into the cause of the fire at the building in a development at the Dubai marina.
About 300 workers were on the site when the fire broke out in the 35-storey Jumeirah Lake Towers at around 1230 (0730 GMT).
Emergency services rushed to the scene as workers began to climb down to escape the fire and at least one fell - apparently one of those who died.
"One guy in red was trying to climb down and then he just fell. It was horrible," Louise Olson, who lives opposite the tower, told the Associated Press news agency.
"It was kind of like 9/11," AP quoted another witness, Steven Wullinger, as saying after seeing the falling man.
Four of the injured are in a serious condition, Dubai deputy police chief Jamal al-Merri said.
One of the investors at the project said it would be some time before the cause of the fire was found, but initial indications pointed to faulty machinery.

NEW DELHI: The CPM's central leadership's USP - the power to enforce its writ on party members - was in tatters with senior leaders of the Kerala unit defying its direction to maintain inner-party discipline and refrain from insulting each other on prime time TV and press conferences.
The central leadership has reasons to be worried as the dominant Pinarayi Vijayan faction has made it clear to the AKG Bhawan bosses that it will not put up with ceasefire directives from the centre if chief minister V S Achuthanandan refuses to mend his ways.
The central leadership had on Wednesday intervened to stall the telecasting of an interview on the party-run channel that virtually demolished chief minister V S Achuthanandan's sanctimonious image. The interview with a controversial businessman Faris Aboobaker claimed that the chief minister had approached the businessman for personal favours.
The chief minister, who got wind of the plans to nail him, had got in touch with the AKG Bhawan bosses. But the state leadership refused to intervene and stall the telecast of the interview, maintaining that it was a purely journalistic enterprise.
The development is a slap on the face of the central leadership. It had hoped that its tough action of suspending both V S Achuthanandan and his rival Pinarayi Vijayan from the polit bureau would dissuade the two factions from washing dirty political linen in public. The two sides, in fact, have only stepped up attempts to stigmatise each other in the past few weeks.
The chief minister has been resorting to name-calling for attacking opponents he cannot otherwise deal with. Employing the Left's label of painting the rival as a deviant, the chief minister said the party-run channel was providing platforms to "hated" individuals. The attempt was clearly to strip away credibility from the opinions expressed by the TV channel and the journalists working for the party-controlled organisation.
The fallout of this raging factional feud in the Kerala unit of the CPM is a paralysis of governance. The chief minister has been treating important ministers in his government as factionalists. On their part, the ministerial colleagues of Mr Achuthandan are not making things easy for the chief minister. Party leadership is collective leadership. It should be like that in a centralized democracy. But in Kerala majority decision is implemented. Pinarayi has a brutal majority in all forums of CPM. And VS is ignored in every forum. So collective leadership is a just a joke. All decisions are from Pinarayi and supported by his henchmen. In all practical purposes, Pinarayi is the defacto leadership. For sometime now Pinarayi's opinion is party opinion. That is the reason why PB had to intervene in Kerala several times recently. If it was a collective leadership with consensus decisions, this would not have happened.
The present situation is created by Pinarayi. VS was evicted from Desabhimani. Faris Aboobaker is close to Pinarayi. Desabhimani ownership was transferred to Jayarajan by Pinarayi. Money from Santiago Martin was received with knowledge of Pinarayi . Many VS supporters including MPs were disciplined by Pinarayi. He made media his enemy. When ever media reports about CPM and him, he bark at media and made all reporters against him. All these reporters took a vengeance to create stories about him, his family and his actions. Even after that he has declared media a s his enemy number two after VS. VS might have done many things in the past. But the present situation is a creation of Pinarayi. VS has noting t do with that. It started from trying to prevent VS from contesting.
Present party meetings show that VS and Pinarayi are at loggerheads again. What happens in Idukki is evidence for that. In the recently concluded Pathanamthitta meeting Pinarayi showed it amply. While VS was speaking one should have seen Pinarayi's face. All the contempt, hatred and disdain was in his face then. That spoke volumes about what is happening inside party. The murky way Sudhakaran playing faction craps in Aalapuzha is dubious. When media reported those as usual Sudhakaran was after the media. I do not think anything will change in CPM. If Pinarayi is reelected as secretary this will continue until the party is destroyed. PB is helpless in this issue.
Still I feel that PB should not have taken back VS and Pinarayi now. It should have been delayed, until they are adequately disciplined.
See the way party leadership failed Munnar. The duty of the leadership was to control such happenings in a unit of the party. Incidents like this definitely make an impact on the masses. If people think that party unit in Idukki is part of encroachment mafia supported by leadership, they could not be blamed anyway.
