Orange County sheriff's deputies repeatedly shocked a handcuffed prisoner with a Taser, even after he had been strapped into a restraint chair, slammed him onto the floor with a "knee drop" and appeared to hit him in the head while he sat passively on a bench, jail videotapes show.
The grainy but graphic images from 2006 show Matthew Fleuret, 24, being put into a holding cell at Orange County Jail and held on the floor by at least five deputies, one of whom pulls Fleuret's arms back and sharply up toward his head while others repeatedly shock him with the Taser over a period of about 13 minutes. Fleuret's lawyer says he was hit 11 times with the stun gun during the incident.
Experts on the use of force interviewed by The Times suggest the deputies violated widely accepted standards. "It does not look pretty," said Geoffrey Alpert, a University of South Carolina criminology professor who has studied the issue for about 25 years.

On her way to buy some orange juice, 26-year-old Pamela Brown, who started living as a woman three years ago, said she was viciously attacked because she is transgendered.
"I saw five guys blocking the storeway. They called me a [expletive deleted] and then I was hit. Then I was attacked by two more guys from the back and my fiance ran over," she said. "I probably could have been killed if I was by myself."
Brown is now recovering while in protective police custody.
Meanwhile, two young men have been arrested near the Old Town Mall in Baltimore where the beating occurred.
Police commented on the attack last week.
"More than likely it will be upgraded to a hate crime, simply because of the things that were being said," said Troy Harris, Baltimore City Police spokesperson.
But now the city state's attorney's office is not pursuing hate crime charges. Why?
A spokesperson says while there was provocative language, it is free speech and there's no evidence of premeditation.

PASADENA - For Andrew Gomez, the month of November was one of firsts.
First, he broke the news to his mother that he was transitioning from a female to a male. Then the 24-year-old transgender student was elected Homecoming King at Pasadena City College.
Neither event came easily, but the second milestone nearly did not happen. PCC's homecoming committee initially ruled Gomez ineligible because of his pierced ear.
But after students complained, lodging charges of discrimination, the committee relented and reversed its decision. Gomez said his election earlier this month as Homecoming King surprised him, even though he initially ran hoping to become a source of inspiration for other gay, lesbian and transgender students.

The highest judicial body of the United Methodist Church announced Tuesday that a transgender man can remain pastor of a congregation in Charles Village.
The ruling by the Judicial Council affirms last spring's decision by Bishop John R. Schol to reappoint the Rev. Drew Phoenix -- formerly the Rev. Ann Gordon -- to St. John's United Methodist Church.
...Tuesday's ruling concluded that "a clergyperson's good standing cannot be terminated without administrative or judicial action having occurred and all fair process being accorded."
The Methodists' Book of Discipline bars noncelibate gays and lesbians from serving as clergy but does not include any commentary about transgender people. In addition, Tuesday's decision by the nine-member council, made up of laypeople and clergy, did not specifically address "whether gender change is a chargeable offense or violates minimum standards" of United Methodism.
